General Description
The Department of Industrial Development assumes the following functions and activities:

A. Basic Functions

1. Devise plans and prepare industrial studies for the development of industries and follow up of execution of these plans and studies.

2. Prepare and evaluate techno-economic feasibility studies.

3. Join efforts with the concerned government authorities on planning and development of industrial areas, and advise on services, infrastructres and utilities suitable for industrial projects.

4. Decide land requirements for industrial activities and collaborate with other authorities involved in order to locate suitable areas for such activities.

5. Collect all the necessary technical, economic and statistical data and information required for preparation of industrial development plans and projects.

6. Registeration of industrial establishment in the industrial register, and suggest improvements to the registeration procedure in line with developments in the industrial sector.

7. Stipulate, in associaltion with other concerned authorities, terms and conditions that govern industrial activities including environment protection regulations.

8. Prepare industrial licenses and incentives and get them issued after approval of the minister according to laws in force.

9. Inspect industrial establishment and corporate entities to ensure their compliance with industrial laws and regulations.

10. Assure quality of national products and conformance with approved standard and specifications.

11. Increase industrial projects productivity and improve performance.

12. Propose draft laws and regulations for the development of the industry.


B. Other activities

1. Collaborate and cooperate in areas of common interest with other ministries and government agencies, especially in technology and management.

2. Take part in the activities of the GCC industrial organizations:

a. Committees branching from the GCC Ministerial Industrial Cooperation Committee.
b. The Gulf Organization for Industrial Consulting (GOIC).

3. Represent the Government of the State of Qatar in:

a. The Arab Industrial Development and Mining Organization.
b. The United Nations Industrial Development Organization (UNIDO).

4. Organize seminars to promote indutrial projects opportunities available in the state and attract foreign investment to these projects.

5. Organize appropriate traning courses and symposia for the development of Qatari personnel at the Ministry.

6. Issue of customs import duty exemptions on industrial establishments’ requirements for machinery, raw materials and spare parts.

7. Collect, and make available, all the data and information about industrial establishments in the state for local government agencies, the GCC General Secretariat and the gulf Organization for Industrial Consulting (GOIC).

8. Study the difficulties and obstacles facing industrial establishments and propose suitable remedies for them.

9. Issue of a periodical indutrial bulletin, an industrial directory for licensed and registered industrial establishment in both Arabic and English languages to be updated on a regular basis, and other general publications about the industry in Qatar.

10. Participate in Arab, Islamic and international events relevent to the role and activities of the department.
