Organizing the activities of free zones ensuring coordination so that the national economy is better served, and international trade exchanges are promoted and generally taking care of whatsoever is related to the management and investment of free zones.
It is a part of the national territory having borders and walls that separate it from the customs jurisdiction. It has a status similar to a foreign territory as far as the laws of foreign trade exchange and customs barriers are concerned. Yet, all laws and regulations governing security, public morals, public health, combatting smuggling are applied to those zones. From this point of view goods and commodities are admitted into free zones quite freely, exempted from customs duties and taxes and free from restrictions and economic regulations that are valid inside the country. Consequently, all types of goods are imported into the free zones and re-exported quite freely to Arab and foreign countries. But once such goods are to enter Syria, then all the laws and regulations in force in Syria are applicable.
The Establishment was created by virtue of Legislative Decree No.18 of 1971, and the regulations governing its investment were ratified by Decree No.84 of 1972.
