General Description
Abu Dhabi Water and Electricity Authority is responsible for the management and supervision of the industry sector.
It specifically undertakes:
The introduction of Independent Water and Power Producer, or IWPP projects;
The development of a regulatory framework for the Water & Electricity Sector; and
The Unbundling and Privatization of existing Water & Electricity assets.
History
In 1966, the Government of Abu Dhabi established the Water & Electricity Department to provide safe and reliable supplies of water and electricity for delivery to consumers in order to promote the social and economic development of the Emirate of Abu Dhabi. By 1996, the Water & Electricity Department had grown to an installed capacity of nearly 3000MW and 200 million gallons of desalinated water per day.
The ambitious privatization plan is well under way with the formation of 11 companies under the Abu Dhabi Water and Electricity Authority (ADWEA), thereby bringing to an end the old Water and Electricity Department (WED). Beginning in March 1998, ADWEA assumed its chartered responsibilities.
Constitutional Framework
In March 1998, the enactment of Law No. 2 of 1998 established and created the Abu Dhabi Water and Electricity Authority (ADWEA), under the oversight of the ADWEA Board of Management.
Mode of Finance
Pursuant to the plans for the privatization of the sector, the Government of Abu Dhabi holds 60% of the shares of the new company and 40% of the shares are owned by the USA company CMS Energy.
